A parent may move children across international boundaries with or without the consent of the other parent – before, during, or after a formal legal case begins. When this happens, litigation will follow under international treaties called The Hague Convention, which protects children from the harmful effects of international abduction by a parent by encouraging the prompt return of abducted children to their country of habitual residence or securing a parent’s rights of access to a child.
